Voluntary voting and electoral participation in Peru: Evidence from the 2006 Elections

Abstract

This study analyzes the impact of voluntary voting on electoral participation in Peru, leveraging the legislation that exempts citizens over 70 years old from mandatory voting. Using data from the National Household Survey (ENAHO) and a linear probability model with sociodemographic controls, the findings show that the transition to voluntary voting significantly reduces electoral participation. This effect is more pronounced among women and individuals with lower educational levels, suggesting that mandatory voting plays a key role in the political inclusion of these groups. The results highlight the need for strategies to encourage voluntary participation and mitigate the unequal impact of optional voting.
