Abstract

This paper provides an overview of the prerevolutionary housing conditions in Cuba and especially in Havana. It explains the ?rst revolutionary measures regarding housing and the Urban Reform Law, the latter transforming the Cuban housing system. This paper also analyzes today’s results and contradictions. Additionally, the outcomes of a survey conducted between March and June, 2010 to almost a hundred experts are presented and discussed. Finally, the survey ?ndings are contrasted with the changes introduced by the new guidelines for economic and social policies passed in the last party congress.
