Standards for the Need of Equipments?

Abstract

The concept of a "common well-being" associated to the answers to the needs of a "standard population" and a "standard consumer home" gave birth to universally applicable ciphers and corresponds to concepts created in Europe during the first ot the 20th century, which are not applicable anymore. Today, the task of defining the demand for services and equipment for a population at a communal level, in a non centralized democratic context and in search for equily and service quality must be based on rejecting a definition of equipment needs stated beforehand, as well as on the recognition of the diversity present in beneficiary groups and the contexts where they carry out their livers.
